This paper investigates circumstances such as natural disaster or war, force majeure event occurs that cause the communication interrupt or the next station damaged and can not quickly recover. When this occurs, how to establish a secure, stable communication network becomes the main requirements to meet the disasters area. As the grown of UAV technology at home and abroad has fulfilled achieved, it has become the main research direction to solve problem about communication interrupted.Firstly, this paper introduces the development status of domestic and foreign in air relay platform and UAV formation control. UAV formation flight has become the new tread of UAV development.According to the problems in recent research, the aim and plan of this task are proposed. This system includes a air-to-air relay network using Linkl6data link, and data link scheme of air-ground communication using Link11class. Then, a overall system design scheme using uav is proposed. Above this,the effective communication range is up to200kilometers and30m altitude.Secondly, after UAV formation scheme based on the MavLink protocol is deeply analyzed and UAV formation area deployment and control methods suitable for this system are provided. During the stage of software analysis, the main function modules of the MissionPlanner ground station software are reversely analyzed using UML modelling tools. Then, the formation setup, deployment and control are customizely developed.the final system is prensented and interpreted in the last.
