The Design And Implementation Of University Financial Budget Management System

In recent years, higher requirements have been brought to the university’s financial management, with the enhanced focus on education, the increased educational investment, the improvement of the education system and the expansion of the universities. As an important basis for university financial management, financial budget management is an important prerequisite for the financial affairs in the universities. At present, the budgeting methods in local universities mainly consist of manual budgeting, spreadsheet budgeting, software budgeting issued by upper level, buy general reporting software budgeting. These methods may not meet the requirements of comprehensive budget management in the university, due to their deficiency or limitation. The innovation of modern computer technology helps to give solutions to these shortages. Most of the universities in China need to develop a set of standardized and efficient software to effectively aid the overall budget management.This thesis illustrates the design and implementation process of the university’s financial budget management software that includes system management, budget budgeting, budget adjustment, budget execution, budget statistical analysis, etc. This software develops a user-friendly interface that is more efficient using the object-oriented programming technique, than the manual budgeting in the past. It applies the database technology to design a standardized backstage database with expansibility to fulfill the system’s need on management and expansion. Introducing the network technology helps to realize the budget data sharing, system connection as well as the multi-user operation. Eventually the complete management system will be able to better aid the financial budget management in the universities. Besides the discussion on the knowledge of software engineering applied in developing the management system, this paper introduces the related concept, theory and principle of the financial budget management in the universities. It analyzes the issues existed in budget management and its informatization. Therefore, the solutions and implementation are provided using computer programming technology.A good financial budget management system does not only apply to the specific university’s financial budget management, but also solve the problems in the traditional budget management in better ways. This system should satisfy the general requirements in the university’s financial budget management and also integrate the special functions needed in different organizations. The system in this thesis is derived based on practical needs combined with system modeling. The expected results were met. The system helps to manage the university’s budget comprehensively and raises the management level of the university’s financial management.
