The development of wireless communication technologies, such as4G and WLAN, are promoting the evolution of society, advancing the transition of all walks of trades, like education, medical treatment, social contact, tourism and so on. Now, wireless communication services like mobile video, live information services, payment services and cloud services are gradually penetrated into every aspect of people’s life. All of these lead to a higher spectrum requirements. However, as non-renewable resources, spectrum resources have been very scarce, becoming a major obstacle to the development of wireless communication technology. Therefore, this paper focuses on how to increase the spectrum efficiency.Based on cognitive radio technology, cognitive wireless network technology provides effective solutions to increase spectrum efficiency, so this paper takes spectrum sharing technology as the starting point and proposes a dynamic game spectrum sharing model with cross-layer architecture. The combination of game theory and cognitive wireless network spectrum sharing, not only provides a theoretical basis for spectrum sharing, but also simplifies the modeling of spectrum sharing. Moreover, due to the time-varying characteristics of the radio.channel, performance of traditional hierarchical network protocol is not very well, so this paper introduces the concept of cross-layer design into utility function, and then different layers can be jointly optimized, simplifies the QoS guarantee mechanism.In the process of experimental tests, this paper realizes a digital simulation under Matlab and a simulation based on cellular mobile network. The simulation under cellular mobile network makes cellular mobile network operators charges mobile users based on the quality of network communication, improves the equity of the network traffic and the overall performance of the network.
