With the development of geographic information system technology, the application of geographic information system in real life becomes widely and deeply. At the same time, because the Internet technology has become popularized and developed, GIS is knowledged again under the new environment. We called the application of GIS on the Internet is WebGIS. WebGIS is the application that geographic information system depends on Internet technology, the function of GIS is displayed on the Internet. Through webpage we can achieve the display and manipulation of GIS data. WebGIS is an important development direction of GIS.In the process of carrying out the informatization of Universities, establishment of3D campus is an important part, now most of the software which supply the establishment of three-dimensional campus need multifarious local software. The paper based on the JS lightweight script language to build three-dimensional campus and make the application into a thin client application system.This paper takes Anhui University of Science and Technology as an example and introduces the WebGIS structure, developing models and all kinds of technology to implement WebGIS.It designs a new WebGIS implementation model based on JavaScript. In the thesis, it builds a lightweight digital campus WebGIS and designs its modules, which includes electronic map view, spatial measurement, effect of the hot zone, map search location, panorama roaming. On the way of geographic maps provided, it is not the traditional two-dimensional map. But using SketchUp model the campus, it generate a three-dimensional real map of campus and a good grid map in advance. The server immediately send many prepared slice pictures to the client. On the display of the map, it abandons a whole map shown. Server uses the map slicing technology. When the user access the map service through the client browser, the server directly returns the tiles corresponding current map coordinates of the area.
