With sharing and mixing data which comes from different types of network, the methods of raditional business in the current broadcast digital television network could not meet the requirement of both the users and the network operators. In recent years, network operators have begun to develop another forms of video service which will be provided to the users more humanization and differentiation.The SDV service is aimed at the demand of business.The SDV service is a kind of strategy the network operate use to provide more abundant resources. Due to the limit of the newwork bandwidth which connect to the users, the number of channels which receive from the network could not break through the limitation. Under such a strategy, the network could stream more channels which have been grouped by the network operator accourding some business rules through alternative usage of the bandwidth. In the SDV system, the users merely get a virtual channel list which contains abundant channels from the SDV server at first, but the specific channel data is transfered to the STB when the SDV sever receive an request for the channel from the SDV client.In the article, the author designs and realizes the SDV system which is based on the central idea of SDV service. The core value of the NGOD architecture is to provide video-on-demand services, and SDV services are just of these kinds. Based on this framework, the article designed and realized the main components (SDV server, SDV client, etc) and the main interfaces (interfaces CCP, interfaces MCP, interfaces S3, interface S6, etc) of the system SDV. SDV system is mainly concerned about the resource allocation of network bandwidth and the channel. This article presents an allocation policy based on real-time connectivity status of network.Currently there dosen’t exist an uniform standards of SDV business uniform standards implementation scheme, but SDV service provides a more rational usage of bandwidth. Therefore, its implementation have good business value.
