With global coverage, access to simple, scalable and bandwidth on demand variable, etc., satellite network system has an increasingly wide range of applications in weather forecasting, environmental monitoring, resource exploration, navigation, military surveillance and wireless communications, and so has caused wide public concern over the recent years. In the rapid development of today’s technology, the integration of navigaiton systems and other systems has become a necessity in the development of satellite systems. In order to make more effective use of space resources in the rapid development age of information systems, we should focus on the potential of the system’s sustainable development and continuity. This paper studies the design features and full development of current regional navigation constellation and global navigation constellation, and presents a constellation in IGSO design for China and the surrounding area navigation and coverage. Combined with the second-generation Beidou navigation system, constitute a5GEO+6/3/2IGSO+27MEO satellite system with communication links, navigation loads and communication loads. For5GEO+6/3/2IGSO+27MEO constellation double structural features, this paper proposes a networking strategy based on analysis of satellite networks and a routing strategy based on the hierarchical structure networking. On the basis of these two strategies, DUAL (Diffusing Update Algorithm) was applied to the access network of GEO-IGSO/LEO double layer constellation.The main contributions and innovations of this paper are:1. For China and the surrounding area, this paper proposes an IGSO regional navigation constellation design method based on Walker Delta constellation. Combined with the GEO satellites design of Compass-II navigation system, analyzes the impact of GEO-IGSO regional navigation constellation network topology changes, based on the conclusions finalized5GEO+6/3/2IGSO regional navigation constellation scheme. STK simulation results show that,5GEO+6/3/2IGSO regional navigation scheme extends the range of Compass-II from55°N to75°N, to ensure the basic needs of China’s national defense construction in arctic direction.2. On the basis of6/3/2IGSO constellation, combined with the GEO satellites and MEO satellites’s designs of Compass-II, proposed a5GEO+6/3/2IGSO+27MEO double constellation model with1communication links, navigation loads and a communication loads. From the perspective of communication loads, combined with structural features of5GEO+6/3/2IGSO+27MEO constellation, proposed a hierarchical network.3. Proposed and designed a routing strategy based on the hierarchical structure of the constellation. The Diffusing Update Algorithm (DUAL) for MEO layer of5GEO+6/3/2IGSO+27MEO network improves the flexibility and survivability of the hierarchical network.
