With wireless communication service apply more widely, radio spectrum resources become scarce resources. Cognitive Radio is a technology which use free spectrum to improve the overall utilization of the spectrum. It is a very effective measure to solve the problem of Spectrum scarcity. In China, TD-LTE is the next mobile communication network. So it is a very innovative topic to combine cognitive radio and TD-LTE and it is of a very practical research significance for the new studies which using non-licensed frequency bands to increase the TD-LTE network bandwidth.This article is committed to modify the existing TD-LTE network, including structure and protocol, and add some function module, such as spectrum detection module and cognitive database module. Eventually the TD-LTE network equipped with cognitive function. It could use the free spectrum in UHF TV band to communicate and does not interfere with the authorized users. This network is called CR-TD-LTE network. In the paper, we still conduct a detailed study on cognitive database, which is a key technology for CR-TD-LTE. This study includes function structure, management strategy and workflow.In addition, this article designs a new improved spectrum allocation strategy. This strategy bases on graph coloring theory and considers the changes of CR-TD-LTE, for example, the different of spectrum resources and the users. It is an evolutionary of color sensitive graph coloring (CSGC) algorithm and we call it classify max proportional fairness (CMPF) algorithm. Eventually we simulate the two algorithms and proved CMPF is better than CSGC in CR-TD-LTE network.At last, we design and implement a simulation platform of CR-TD-LTE. This platform verifies the designed structure, function and algorithm. We do performance simulation in various aspects of CR-TD-LTE and demonstrate the effectiveness of this paper from the simulation result.
