Due to the rapid growth of the global population, It is predicted that human demandfor energy will double by2050. New energy development is caused by theoverexploitation of the fossil fuels and with the environmental problems. Solar energy as arich, clean and new energy, attach great importance to people. And complete solar data isthe most basic task of any solar project design.Specific work of this paper is processing the climatic parameters which includingsolar radiation, wind speed, temperature, humidity, atmospheric pressure and so onmeasured by BSRN Radiation Monitoring System. The whole system rely on underlyingSQL Server database, and the development tool Visual C#. Finally, BSRN solar datamanagement and application system is designed and implemented.In this paper, before design, establish the data management and application system,system conducted a needs analysis survey, according to the user’s requirements, the datawere warehoused. In order to ensure user’s requirements, and realize the design ideas thatuser operates the system simply and intuitively, system is collectivity designed. Thissystem design the interface and function, which take SQL Server as underlying database,and take Visual C#2008as development tool. Program design apply modularized design,which include BSRN3000Radiation Monitoring System introduction module, data inputmodule, data update module, historical data query module and application informationquery module. User enters the data management and application system by logginginterface, and interaction with the system through master menu. System provides for userwith data input function, data storage management function, data retrieval function, dataadd and backup function, etc. In order to query data conveniently, this paper focus ondesigning variety query ways, including data collection query, any time query, singleelement query and data positioning query.System realizes the practical application calculated of solar energy based on a wealthof historical data query data, that is application data query, which mainly includeapplication query of solar radiation calculation on the tilt surface and application query ofsolar radiation model calculation. On the one hand, the paper calculates the solar radiationon the tilt surface by using solar radiation data on a horizontal surface, determines the optimum tilt angle and angle adjustment. And calculated value fit measured value, itverifies accuracy of the calculation, that is determines the calculation method ofapplication query of solar radiation calculation on the tilt surface. On the other hand,application query of solar radiation model calculation provides variety empirical equationsof radiation calculated model, and it determines solar radiation model in a region throughby comparing calculated values with measured value of BSRN3000, NASA andMeteoNorm6.1database.
