With the accelerated development and urbanization of the economy, the city continues toexpand the scale of China. There is a growing emphasis on the security of the surroundingliving environment. Currently, the traditional way to ensure the safety and security relymainly on various video surveillance, video surveillance, but only a fixed position inside thebuilding for video capture, often appear dead issue, resulting in significant losses. In order toavoid such incidents, the city related to management personnel in urgent need of acomprehensive information management system function better assist their work.Based on the above background, this paper on urban buildings current actual situation ofresearch, design and development of the city and building monitoring system, the system ofurban building interior lighting environment, the indoor unit environment, externalenvironment monitoring, through the use of real-time location technology and dynamic videocapture, detection for each location within the building. Greatly improve the security of citybuilding, usefully assist the work of city building security monitoring and managementdepartments, with a strong practical value.The system includes four modules: lighting monitoring and management capabilities, theindoor unit positioning and monitoring capabilities, dynamic monitoring data acquisitioncapabilities and video monitoring and management capabilities. By combining these fourfunctions with each other, in order to achieve full functionality of the entire city buildingmonitoring and management systems. Lighting control management module which includesthe module includes five functions: automatic patrol function, automatic opening, lights,automatic time control and light control function, lights geographic information managementand anti-theft alarm; indoor unit positioning and monitoring modules include an indoor unitpositioning and monitoring mainly includes units positioned display, units inquiries unitsmonitoring and surveillance recording and playback of four functions; dynamic monitoringdata acquisition module includes the module includes four functions, namely data reception,data analysis function, data processing and collection point information managementfunctions; video surveillance management module includes video surveillance managementincludes four features, video playback, video source selection function, video viewing andelectronic maps video viewing. System is based on MICROSOFT.NET platform, using MySQL data storage system data,using C#language to develop urban traffic monitoring and management system monitoringand management module lights, indoor unit positioning and monitoring module, dynamicmonitoring and video surveillance data acquisition module Management module. Developmodel city building monitoring systems using PI technology, Web Service technology and theapplication of the module to the system to achieve all the information building real-timemonitoring indoor surveillance zone.System in real-time dynamic monitoring and data collection is designed andimplemented Web Service technology. Firstly, according to user needs to set the city buildingmonitoring system indicators, and these indicators as the underlying requirements of thesystem, all aspects of a combination of factors underlying demand will be extended to theupper needs and demands constitute the total set, then according to the needs of systemdesigners overall structural design of the system after the completion of the system throughthe Web Service technology, the last city building monitoring system is completed, the staffbuilding monitoring and management departments to carry out experimental tests, themonitoring equipment placed on the monitoring area, performance testing of the system. Thisprocess is also research focus of the system.In the process of system designing, it paid attention to the efficiency of the system.Shared resources, rapid transmission of information, process standardization, etc., afterextensive testing, the system accuracy up to90%, and can be completely shielded fromoutside interference, to meet the users of the system accuracy, efficiency needs.
