With the rapid development of the social economy of China, The demand for security is increasing day by day. Video monitoring system as the core of the security industry has developed to the stage of network video monitoring, Its applications have been expanded from government agencies, banks and other special areas to schools, residential areas, shopping malls and other common areas, and the scale becomes larger and larger. Because of the changes in market environment and technology, the importance of video surveillance management system is becoming more and more serious.This paper uses the B/S model to design and implement a software of network video surveillance management platform based on Django framework. Users could operate on this system through a browser to complete locating and displaying monitoring points, changing users’permissions, managing users and equipments and other functions.First of all, the development and application of video monitoring system at home and abroad is introduced. Then the related technologies required for the system are studied including several aspects like front end user interface, web server building and database selection. Based on which, system requirements are analyzed and the overall system is designed, then the system architecture is given. The whole system is divided into four function modules, including permission control, monitoring points management, user registration and user modification, each of them is analyzed and designed. Requiments of system’s data layer is analyzed and each data sheet is designed according to logical structure, docking process between database and Django is introduced at the same time. Specific function of each module is designed and realized combined with Ajax technology. Layout and components are designed by using Extjs, function of permission change between users and monitoring points is realized. Functiong of monitoring points management is realized through the design of three level linkage form and Google Maps API. Functions of registration and modification is realized based on permission control. Through tests and actual use, system in the function realization, user interaction and load performance have reached the design requirements and the overall effect is good.
