As the information technology infiltrate into all aspects of life and production of the city, the informatization and urbanization are integrating. The new information technology and the development of the network become the important connotation of the modern city. In order to make intelligent response to various needs about people’s livelihood, environment, public protection, service and commerce, the smart city measure and analyze the key information of the city system by using information and communication technology.The smart city application system which take intelligence fusion and data sharing as the keys will break the information barriers of traditional fields of the city and will achieve cooperative operation and fully integrated in resources of the city. In order to realize information sharing, the smart city application systems take the interconnection, opening data interface each other and the integration platform of heterogeneous systems as the key.As the first gateway of information security, access control is the entrance of every system and an important foundation to ensure the software system to be classified, complete, available and legal. However, in the Smart City environment, the application system which take intelligence fusion and data sharing as the main characteristics have put forward new demands and challenges for access control.In this paper, we expand RBAC model and put forward a kind of extension model added "application" elements which is called ARBAC."Application" elements and the independent organizations are relative that are both authorized subjects and the authorized objects. ARBAC model solve unified authorization problems for the condition of coexistence of different kinds of organizations by giving the roles and permissions on the "application" elements. In this paper, we complete the detailed requirement analysis for smart city application access control platform through a large number of practical researches on demands of smart city; this paper; And on the basis of ARBAC, we have realized a application of smart city oriented access control platform-SCACP that is scalable and highly flexible which can be both independent deployed and closely coupled with the controlled software system. In this paper we will give the detailed design and implementation of SCACP and introduce the comprehensive test plan and the actual deployment scenarios; At the end of the paper, i summarize the graduate projects during the stage of postgraduate student and take the prospects for the access control system in smart city.
