In order to adapt to the needs of social network rapid development, how to improve college students’English comprehensive application ability effectively, and rapidly improve listening and speaking skills, has become an important research goal of college English teaching. English teaching platform which is based on campus network enhance students’ initiative in learning English as the core, enhance students’interest and ability to learn English as the norms, to improve students’ English learning efficiency and better serve the teaching purpose.This paper briefly describes the main problems need to solve, profile describes the system’s overall situation, analysis the functional requirements of the system, on the basis of demand analysis,based on the theory of constructivism, to make full use of the computer network and multimedia technology, built a personalized, open, interactive network English teaching platform.The platform provides students with abundant videos, images, voices, texts and other resources, so that the students can get help from teachers, higher ability of partner and the computer, to construct their own knowledge system. At the same time, the students can review consolidate class content through the computer technology to monitor thier study anytime and anywhere. And it played a role no matter from learning effect or learning efficiency.
