With the development of wireless communication and wireless access technology, more and more wireless networks are constructed to provide various services to users. In order to meet the demands of users and make the best use of resources, different wireless networks should be converged together. To users, how to select the best network is the key problem to enjoy the communication service. They need to make respective strategies for selecting the optimal network, with consideration on both network features and their own quality of service (QoS) requirements. Besides, ping-pong effect is also a big problem when making network selection for mobile users.To better fulfill the users’requirements, we propose a network selection algorithm combining the users’demands and network features. Besides, to avoid ping-pang effect, a new network selection scheme for mobile users is further improved based on the proposed algorithm.Firstly, a multi attribute decision making (MADM) method is proposed to solve the problem of network selection for static users. The goal of the method is to find the most suitable network by combining the network features and user’s requirements. The objective weight value (OWV) is calculated by the network feature and the subjective weight value (SWV) is calculated by the user’s requirement. Finally, we integrate the objective weight value and subjective weight value, and then choose the best network for users. The simulation results show that the proposed scheme is effective by making the most accurate and reasonable choice.Secondly, a network selection scheme to avoid ping-pang effect is proposed. The scheme is divided into two parts:the first part is sifting candidate networks by calculating respective sojourn time of the terminal. And the second part is choosing the optimal network from the filtered ones. The simulation results show that the proposed scheme can avoid ping-pang effect efficiently.
