A Study On The Scientific System Of Archival Professional Certification

National Twelfth Five-Year Plan of Archival undertaking proposed establishing the archival talents evaluation and incentive mechanism, constructing the dynamic, highly efficiency and more open environment of archival talent system. Currently, the title appraisal for archival talents is still carried out over the country. It seems to face the restricted area of appraisal object, as well as the lack of unified national archival standards. That causes the difficulty of providing more scientific method of certification and assessment for the archival talents, whose are widespread in various industries. Therefore we hope to build the scientific system of archival professional certification, which helps encourage the appearance of more complex skilled archivists offering intellectual support for the Archival undertaking’s development. Beginning with the definition of vocational qualifications, we try to sum up the National Archives of professional and technical titles, draw experience from other countries’ relevant mature practice, and come up with framework of the scientific system of archival professional certification including guidelines, vocational qualification standards, organization and implementation of this system and security mechanism. Finally, we set the suggestions about how to achieve building the scientific system of archival professional certification at the micro level.
