The popularization of intelligent terminal and mobile internet drives theexponential data use over cellular network which already cannot satisfy the datademand alone. The rapid progress in mobile computing devices allows a cellularmobile operator to offload some of its data and voice traffic onto complementarynetwork technologies, e.g. WiFi. To reduce the cost of data, Operators rank Wi-Fioffload as a top priority to alleviatge the mobile network capacity challenges alongwith required migration to LTE.The support from Mobile Devices (MD) is one of the key factors to constructthe convergence of such kind of heterogeneous network. This dissertation exploresthe implementation of MD for CDMA and WiFi network by the direct requirementfrom operator, proposes the detail design and architecture based on Android. It alsofocuses on the involved network handoff including vertical handoff and horizontalhandoff, and provides a viable and efficient way to offload the data trafic with animproved network handoff principles, handoff flows and access method by givingpriority to battery power level considering the battery-powered MD characteristics,combined with signal strength along with threshold values based on the existingmobile networks.Then in vertical handoff between CDMA and WiFi, we can reducethe frequent switch by tranditional algorithm only using signal strength, but also toavoid the requirement to computing capacity required by the multi-attributes orfuzzy-logic algorithms. In horizontal handoff among WiFi APs, it has norequirement for changes of AP or extra server required by NGA (Neighbor GraphAlgorithms) and eliminate the ping-pong effect just by MD side as well. Theimplementation has been integrated into kinds of the smart phones in market e.g.Moto XT925, XT889.
