With the rapid development of mobile Internet, the mobile video services increasinglytake a large proportion of the services, so the video quality evaluation has become veryimportant. Along with the construction of the LTE4G network, the quality of experience(QoE) when users watch videos on mobile devices turn to the focus by service providersand equipment manufacturers. The major problem of video quality assessment is how topredict the users’subjective experience by measuring parameters of LTE networks and givethe specific recommendations and measures to improve the quality of experience.This paper describes the system architecture and the key technology of LTE firstly andsummary the different subjective and objective video quality assessment methods detailedly.On this basis, we analog video transmission in LTE network by with LTE simulationplatform we set up. We analyze the different situations of video transmission process andgive improved algorithm of video quality assessment. During the analysis, we firstintroduce the operating principle of the LTE platform. And then we analyze the videoquality on cell level with the different video data generated by the platform. We firstanalyze the impact of SINR, the number of users, delay, etc to the video quality and givethe expression of relation, and we give the final QoE-RAN model with different combinedeffect of various factors. Strong correlations are found between the MOS predited by thismodel and MOS perceived by end user, which means the QoE-RAN model is very accurate.At last, the QoE-RAN model is applied to LTE scheduling. The proposed algorithmallocates wireless resource based on the perceived video quality of end user. Simulationsare used to verify this algorithm, and the results prove that this scheduling algotithm hasbetter performance than RR scheduling.
