As long as motor vehicle increased quickly, illegal parking in largefinancial centers, schools, hospitals and other regional districts has a negativeimpact on traffic safety, and due to illegal parking, traffic congestion andtraffic accidents has also increased every year. Traditional methods of trafficpenalties consumed a lot of human resources, materials and financialresources, but often little success can be gained.With the rapid development of video surveillance systems, analyticaltechniques and intelligent monitoring technology is becoming a researchfocus in recent years, based on intelligent video surveillance system. Theintelligent monitoring technology is mainly studied the monitor work whichtakes a lot of manpower in the traditional ways, by using computer visions,image and video processing technologies and artificial intelligencetechnologies to determine behavioral characteristics of the monitored areaautomatically, and to feed back the important information. Illegal parkingsystems studied in this article is to realize the intelligent monitoringtechnology in traffic law enforcement management. And its main contentsinclude the extraction of objects in moving vehicles, the tracking and analysis of vehicles’ illegal stopping behavior, and the recognition technology oflicense plate.First of all, several key technologies involved in illegal parking systemhas been researched in the paper, among which the target of illegal extractionof vehicle behavior analysis can be achieved due to the research of techniquesand target tracking technology, the evidence of illegal vehicles can be gotthrough the study of vehicle discrimination, preset control and license platerecognition technique, and the study of the high reliability of the transmissionsystem can improve the abnormal situation, the integrity and reliability ofdata transmission. After designing a system architecture in compliance withthe traffic management department, and combining the actual roads aroundXujia Hui business circle in Shanghai, typical mainstreamed and advancedhardware platform is selected to design illegal parking system based on thevideo detection algorithm and to build a set of the system. Finally, the illegalparking system for actual application will be tested according to the severalimportant performance indexes of monitoring testing. Under the conditions ofdifferent weather and time, the system will be tested to further improve theoverall performance and to prove the feasibility designed for actualapplication in the article, according to the indexes, such as the capture ratefrom illegal parking detection, the efficiency of illegal parking detection andthe accuracy of number plate recognition.
