Public safety events, natural disasters and other emergencies frequently occur inthe human production and living environment. It is not only a security threat to humanlife, but also causing serious economic damage to property and affect social stability.How to shorten the response time to emergencies, to improve the degree of integrationof resources and materiel deployment speed, cause the government and the wholesociety’s attention. In emergency response, emergency systems, and the establishmentof supply security is the key factor, which will directly affect the effectiveness ofemergency. Currently slow response and non-integrated state of resources exist insupply security and emergency systems, so this thesis studies the emergency systemand security of supply, introduce cloud technology, establishes cloud-basedmechanism for security of supply and emergency systems, and issues model andoptimization of cloud-based emergency logistics resource allocation. Main tasks areas follows:(1) Access to a lot literature on emergency logistics and supply security, andsummary up the research status in this field.(2) Currently slow response and non-integrated state of resources exist in supplysecurity and emergency systems, so, this thesis studies the emergency system andsecurity of supply, introduce cloud technology, establishes cloud-based mechanismfor security of supply and emergency systems, elaborates the operation mechanismand operation processes of the system. Then design a cloud platform for supplysecurity and emergency systems, and elaborate the role of each layer and the contactbetween them.(3) Study on the core issue in emergency logistics-resource allocation problem,and establish resource allocation model of cloud-based security of supply andemergency system. Proposes using genetic algorithms to solve it, and finally it wasverified by examples.In summary, slow response and non-integrated state of resources exist in supplysecurity and emergency systems, so this thesis studies the emergency system andsecurity of supply, introduce cloud technology, establishes cloud-based mechanism for security of supply and emergency systems, and issues model and optimization ofcloud-based emergency logistics resource allocation. Proposes using geneticalgorithms to solve it, and finally it was verified by examples. The results show thatthe supply of security and emergency systems based on cloud can effectively solve theproblem of resource allocation, and has good application prospects.
