Research And Application Of3G Portable Video System For Security Supervision In Power Supply Enterprise

Safety is the priority among priorities of the electric power industry. In the past,the production operations on-site supervision was carried out by document, writtenfeedback, on-site inspections, investigations. Although above method caneffectively improve the level of safety management of construction sites, in view ofthe electric power construction especially line construction, has the characteristic of"multipoint, long line, wide square, short cycle"and often starts a number ofmaintenance, renovation project simultaneously. So supervision department can’tsupervise the implementation of each project in place for24hours. the existingmeans can’t achieve the whole process, zero distance monitoring key operation site"and exist hidden dangers in safety management.Aiming at these problems, The system uses many advanced technologiesincluding the image data acquisition and compression codec,3G wireless datatransmission, monitoring center server software and the construction site videomonitoring real-time transmission system is designed and implemented. Theportable box integration designment is used that not only can be carried in car, butalso be independently used. A large capacity and high performance lithium batterypower supply is applied and suitable for long time outdoor operation and ErdosElectric Power Bureau under the jurisdiction of production safety management. thethree major3G wireless network operators are choosen as transmission channel andvideo can be transported whenever and wherever possible not subject toenvironmental constraints.This paper expounds the design target, technology of video system requirements,system architecture, functional requirements and main technical index in detail. Theproblems in the system construction, such as video data transmission, audioinformation are studied as special topics.This system has been put into use in Erdos Electric Power, With this system,safety supervision and guidance on the construction site by bureau of securitymanagement at all levels remaining within doors can be realized and violateregulations can be corrected in time through a loudspeaker and so this system can beconsidered as clairvoyant of a safety management. Also illegal construction videothat is arranged can be used as a safety training materials. The popularization and application of the system can improve the level of safety management ofconstruction and operation of the power grid.
