With the progress and development of society, the government and the public become moreand more important attention to the contents of meteorological services, further expand of themethods and standards and deepen dependence on meteorological services. On the other hand, bythe rapid development of information technology, the use of meteorological information data isparticularly important, It’s inevitable for the government and the public to make meteorologicaldepartments to improve their ability to service the full range of meteorological services to meetthe needs of all aspects.This paper first outlines the present situation of some developing weather and lack of currenttransferring data, and then the process according to the needs of real-time data transfer,application java programming language, proposed a duty of intelligent assistance systems basedcommunication STM32microcontroller. The system includes network communication technology,computer technology, mobile communications technology, and is composed of two parts of thedata transfer and warning detection platform terminal. Flexible testing platform interface datatransfer operation, practicality and maneuverability is strong, It can achieve a good detectionnetwork connections and network node detection. The face of the emerging high-speed datastream required to make the normal operation of the entire system is facing enormous pressuresituation, the real-time monitoring of network transmission lines in order to be able to promptlyinformed of problems and propose appropriate solutions to reduce the provincial when theautomatic stations and each station manually upload data leakage often pass, no pass, slowtransmission.This Research is divided into two parts of this article:Firstly java language development toolsis designed to detect a network connection timed software,and then based on this alarm terminalauthentication through the program can be sent in real-time across the network in case ofinterruption alarm message.The main work as follows:(1) a brief introduction to the history of meteorological information processing, researchbackground and the problems which they face. Then the theoretical basis, operating principles andstructure of the software described in detail.(2) use Myeclipse UI interface software design and development of software to optimize thespeed, and then give the appropriate treatment results.(3) with SMS-based STM32chip control transmitter theoretical verification under Keil-MDKdevelopment environment, the use of JTAG in-circuit emulator, to achieve the program’s onlinedebugging and downloading, the effect can reach the actual requirements.
