The emerging of information revolution brought about enormous influence. Itnot only affects every aspect of social and economic life, but also penetrated into allareas of political life. In the field of international politics, the development of theinformation revolution is constantly changing world political situation, from thedissolution of the bipolar world to the establishment of a unipolar world, and then tothe development of multi-polarization trend, we can see the impact brought about bythe information revolution. The information revolution promotes the speed ofeconomic and political globalization, and promotes the development of world politicsas well as presents new features, but the information revolution did not completelychange world politics, we can not directly change from political influence to that oftechnology, while the information revolution is affecting world politics, and at thesame time, world politics is affecting the information revolution. What we can makesure is that the influence brought about by information revolution has alreadyintrigued new complexities in world politics.One of the most important impact brought about by information revolution toworld politics is that the emergence of worldwide power shift. While the informationrevolution is accelerator to both national hard and soft power, but in the relationshipof hard power and soft power, and soft power becomes increasingly important. Thedevelopment of the knowledge economy and information technology add newcontents to the soft power, knowledge and information has become central resourcesof the information age, a totally different power structure is being formed.Information network development is also conducive to the proliferation of soft power,how to use soft power to reach the intended target has become the favored means ofstate act. With different levels of countries, comes the different impact of theinformation revolution on state power, the information developed states are usuallythe rule-makers, they set up the information technology related international rules bythe standards in accordance with their own interests. information revolution also givesInformation developed countries "new military revolution", by using the advanced information technology to achieve absolute superiority of military power; in theinformation age, information developed countries, especially the United States, thespread of Western values through the network for political indoctrination and achievecultural penetration,and also try to penetrate and control the internal affairs of theinformation developing states. However, the information revolution has increased thevulnerability of information developed states, the reliance to the Internet has led todifficulties in response to the increasing cyber-terrorism. Information developingstates can also gained a certain amount of opportunities in the wave of theinformation revolution, if they can seize the opportunities, giant leaps in developmentbecome possible, China and India has successfully seized the opportunity in the waveof information revolution and achieved a enhance in state power. The development ofthe Internet also allows small countries to draw attention to a particular topic throughthe network, to get the sympathy and support of other forces, and then change thesetting of international agenda. Compared with the power benefits of the informationweak states, the power losses they inflicted are more compelling. Most of the time,the information revolution not only failed to eliminate the existing gap between theinternational community, but also gave birth to the emergence of the digital divide,exacerbated dependency of information weak states to the developed ones, not onlydid not form a mutual beneficial power pattern, but enforced the reality of theimbalance in power structure.
