At present, the transport industry development rapidly, traffic safety and transport vehicles has become the concerned traffic problems in security management. In the process of vehicle transporting, illegal driving, robbery, theft behavior and send a single packet is not timely will bring different degree, unpredictable losses to the owners, with a real-time monitoring and management system for a vehicle can effectively prevent or reduce business risk. With the development of wireless communication technology, GPS/BDS positioning technology, geographic information technology, the establishment of a real-time, efficient, accurate vehicle transportmanagement system is of great significance.The latest national standards for vehicle traveling data recorder (GBT19056-2012) began the formal implementation on September1,2012. With the implementation of standards, monitoring system also need to improve some function, software should be compatible with the data communication protocol specified in this standard, should use the Chinese interface, can be installed and used in Chinese operating system in common use.Based on the study of GPRS, GPS/BDS, GIS and other key technologies, this paper put forward concrete implementation of real-time vehicle monitoring and management system. The software system chooses C/S multi-layer architecture as software architecture, analyzes the function requirement of the monitoring center server, vehicle management information system, monitoring system, GIS map system etc. Based on. NET multi-layer structure, the function of the software system, architecture, communication protocols, monitoring and dispatching has been designed to complete the main functions of the software system.Finally, the software system were tested, the test shows that the system is basically designed to achieve the desired goal, realize the response to the request flexible, timely, high security, multi-user system requirements. Currently, the system has been used in logistics and other industries, and achieved good results.
