With the rapid development and extensive application of the internet Computing technology, the platform of Chinese science and technology resource sharing based on the traditional system have already become a system. At present, the majority of provinces and cities, disciplines and organization have developed their perfect and distinctive portal for sharing science and technology resource, and almost everyone has connected the portal of Chinese science and technology resource. But each platform is actually separated at management, and maintains independent operation. They are still like information island for users, because it is still possible that users have to access to multiple sites for searching a kind of science and technology resource. So there are significant improvements still to be made in the science and technology resource sharing system under the traditional network environment. In addition, with the arrival of the era of big data, the information data of science and technology resource in the persistently and rapidly growing state presents the characteristics of big data, which pushes further, unconsciously hoping for the storage, management, analysis and safety while traditional science and technology resource sharing platform system can’t meet the increasing data need. Cloud computing-the new internet computing mode, whose application features bring the huge advantage for science and technology resource sharing, is the most effective method of large data sets question at present. It brings major opportunities for science and technology resource sharing and data storage management. So Cloud computing is a new method to solve the problems of science and technology resource sharing.The article is based on in-depth study of the relevant literature both at home and abroad in recent years. Firstly, it summarizes the basic theories and present research situation of Cloud computing, illustrates the relationship between cloud computing and big data and points out that Cloud computing is the most effective means to solve the problem of large data sets. Then it analyzes the current situation and problems of science and technology resource sharing, illustrates science and technology resource has the characteristics of big data, points out the problems of science and technology resource, as well as the challenges to the science and technology resource sharing posed by big data, and analyzes the necessity and feasibility of science and technology resources sharing based on Cloud computing. Furtherly, based on the above analysis, it proposes a general design idea that the system of science and technology resources sharing based on Cloud computing is designed in detail, including the overall architecture, the whole systems of science and technology resources sharing base on Cloud computing. Specifically, the infrastructure layer, Platform layer and allocation layer based on the whole Systems are designed. In the end, it elaborates specific functions of the four system in integrated system platform based on the basis supporting system, illustrates the three steps of science and technology resource sharing platform evolution to the cloud computing, and points out the safeguards.
