| We’re stepping into a wise era. The development of science and technology leads us to a more and more complicated market environment, while the backward supervision means and obsolete working method have become a bottleneck which restricts the performance of industry and commerce supervision and service. For implementing the conference spirit of the2012provincial industry and commerce system’informatization work, speeding up the informatization and integration pace for industrial and commercial administration, realizing deep integration and application of the informatization and the industrial and commercial business, Luzhou Industrial and Commercial Bureau conducts an exploration and practice of "Intelligent Industry and Commerce Administration" in Luzhou to contribute to a qualitative leap for traditional industrial and commercial work and to let the industry and commerce cadre complete each mission more easily, quickly and efficiently. In March this year, Luzhou Industrial and Commercial Bureau began to conduct an independent research and development------an informatization monitoring platform software "Intelligent Industry and Commerce Administration", which aims to realize the real-time synchronization and integrated application of various business system data, and achieve the goal of integrated command, quick response, standardized law enforcement, real-time supervision and accurate evaluation with the platform as the carrier of "Intelligent Industry and Commerce Administration" in Luzhou and the "Efficiency, Legal System, Integrity, Humanity" as the work requirements. The platform will be applied in the whole city to assist in the implementation of "Wise Government Affairs" and the strong boost of the "Wise City" construction in Luzhou.Based on the geographical layer, the "Intelligent Industry and Commerce Administration" platform in Luzhou integrates all the existing business data and establishes18subsystems. According to the functional requirements, each subsystem is deployed in computers and mobile phones. The mobile phone function is the outspreading of the subsystem function of computer end, outstanding terminal application and mobile supervision. The real-time synchronization between the platform data and the "Industrial and Commercial Comprehensive Management System" data used by the provincial industry and commerce system and the data sharing between each subsystem both contribute to the easy and convenient access to relevant data in other subsystems; the business progress and achievement can be clearly and intuitively reflected through electronic monitoring system and statistical analysis system of the comprehensive inquiries to provide references for the overall planning and deployment; making full use of3G wireless communications, VPN virtual local area network, electronic map display, GPS positioning, intelligent message processing and other information technologies and featuring "Intelligence, Comprehensiveness, Visualization, Mobilization, Integration", it combines the special vehicles for flow industrial and commercial bureau to break through the time and place limits, realizes the official business, supervision and service of industry and commerce system in the city as well as the comprehensive informatization of the internal management, and greatly improves work efficiency.The construction of "Intelligent Industry and Commerce Administration" in Luzhou is divided into two phases. The first phase of the project includes8subsystems, which are economic residence geography information system, economic residence management system, mobile supervision and law enforcement system, statistical analysis system, mobile integrated service management system, food commodity quality monitoring system, electronic equipment management system and mobile office system; the second phase of the project includes10subsystems, which are intelligent message processing platform, network public opinion supervision system, electronic monitoring system, job performance management system,12315command and dispatch system, outdoor advertising registration supervision system, network market supervision system, vehicle management system, mobile video conference system, remote video monitoring system of the farmers’ market. The platform is build by Luzhou Industrial and Commercial Bureau and Luzhou Telecom Company. The first phase of the project has been built by Luzhou Industrial and Commercial Bureau itself; and the second phase of the project, except for the vehicle management system, is subject to the development needs and technical standards made by Luzhoushi Industrial and Commercial Bureau and is taken charge of by Luzhou Telecom Company which is also responsible for the whole operation and maintenance of the platform.This paper discusses mainly the process of construction of "Intelligent Industry and Commerce Administration" by Luzhou Industrial and Commercial Bureau through setting up informationized supervision platform, and its effective application. This paper includes the following main points:1. Describing the three major construction programs-the hardware investment, software innovation and personnel training by the Luzhou Industrial and Commercial Bureau, and the foundation that Luzhou lays for constructing "Intelligent Industry and Commerce Administration" platform in Luzhou.2. Introducing innovative research, development process, construction planning and construction requirements of Luzhou "Intelligent Industry and Commerce Administration" platform.3. Through establishing authoritative data base for sub-standard goods, we can promptly identify, investigate and punish those involved in problematic food, so as to achieve the effect of "scan the barcode and the problem emerges".2. Practically realize the networked, visualized, mobilized and meticulous industry and commerce supervision. We can quickly and easily check up on the map the location, on-site photos, registration information, case information, regulatory information, etc. of any business households or companies. 3.Carry out convenient and fast mobile supervision. Without the inconvenience of carrying the inspection equipment, we can record, check up and process cases anywhere anytime, so as to preserve evidences more easily.4.
