As telecommunications industry has been developing rapidly, the number ofnetwork infrastructure constructions appear to have been building up day by day, thevariety of engneering project has been growing greatly, and the execution conditionshave been becoming increasingly complex. In the meantime. The traditionallabor-controlled engneering project,due to its low efficiency in project managementand communication problems between the management department and the staff, hashindered the process and quality of the projects. As a result, it can’t meet the needsof engneering management bussiness in the modern telecommunicationenterprises.Therefore, it is urgent to innovate new types of management pattern anddevelop the telecommunication engineering project process management system byinformatization methods, so as to provide the engneering management departmentwith a highly efficient engneering management collaboration platform, by which thegeneral schedules and the life circles of the projects can be controlled, the majorproblems during the construction be analyzed, the management efficiency and thequality of the projects be effectively improved, and the cost of investment bereduced.the main work of this thesis include:(1) Conduct a research on the management and control process of the processmanagement and control system of telecommunication projects on the basis ofconcept of workflow, to realize optimization and restructuring and thus improve theefficiency and quality of the engineering project management.(2) In the view of the complex and variable features of process management andcontrol system of the telecommunication engineering projects, the function ofworkflow management for file transferring should be designed and developed, thebusiness process in the process management and control system should be realizedand be effectively managed and controlled.(3) Design a new program to verify the validity of petri-based workflow modelaccording to structural characteristics of petri-based workflow model.(4) In view of the characteristics of telecommunication engineering management and control, a workflow petri-based engine for scheduling algorithm isdesigned,The workflow techniques and petri process modeling tools are introducedto the telecommunication engineering projects management, and the workflowmodel of engineering projects process mnanagement and control is set up to makethe task of the project to be implemented in accordance to the identification andrules.(5) To achieve the process management and control system oftelecommunication engineering projects by design of petri-based workflow engine.
