With the rapid advances in mobile terminals and wireless broadband accesstechnologies, people have a strong desire for getting information and service fromthe Internet conveniently anywhere and anytime or even in the process of movingat high speed, which driving the rapid development of mobile Internet technology.This year marks the first year of the mobile Internet, mobile communicationstechnology and Internet technologies changing peoples’ way of live imperceptiblyand profoundly.Due to the growth of global mobile phone users, the decline of voice servicesrevenue in the operators, the increased network costs and the competition ofWiMAX camp, the LTE(Long Term Evolution) project emerged under theorganization of3GPP(3rdGeneration Partnership Project), which opened a greatchapter in the history of human mobile communications. LTE is widely regardedas3.9G mobile communication technology, and it is divided into two versionsTDD and FDD. As we all know, the TD-SCDMA, which is the Chineseself-developed3G technology, has made impressive achievements. The TD-LTE-A,which is the real4G technology of China, reflects our independent innovationcapability of communications industry once again.There are higher requirements in the aspects of peak rate, spectral efficiency,latency, mobility and other important technical indicators in the TD-LTE-A system,this is a great leap forward compared to the3G technology. It is far unable to meetthe above requirements only with the promotion of physical layer technology, andat the same time, efficient radio resource management strategies will provideimportant help to enhance overall system performance. Therefore, it is significantto have research on the resource allocation algorithms.In this paper, we focus on the TD-LTE-Advanced system, the first chapterstates the development process of the mobile communications technology, thesource of the issue and its significance, and then we introduce the LTE-A systemand the current status of the resource allocation algorithms. The second chapterdescribes theoretical foundation and technical specifications in the resourceallocation process, and analyzes the system packet scheduling process in detail.The third chapter is the key content of this paper; here we design a utility basedresource scheduling algorithm in the uplink, next we give the specific systemmodel, then analyze the simulation results and computational complexity, last wehave the conclusion that the given algorithm is better than the existing algorithm. The fourth chapter is another focus of this article; we propose an advancedproportional fair resource scheduling algorithm in the downlink, which providesbetter services to low SINR users, compared to traditional PF algorithm. From theusers’ point of view, the given advanced resource allocation algorithm has betterperformance, compared with the conventional proportional fair algorithm.
