Regulation of press has a long history not only in China, but also in other foreigncountries. As a field that dispute continuously, Chinese press regulation is the starting point ofthis research. Modern society calls for political civilization, the construction of Chinesepolitical civilization requires the press regulations coordinates the relationship ofadministrative power and journalism freedom during the construction process, and find theequilibrium point between them. The research about the realistic conditions of Chinese pressregulations， therefore, has been set as the topic of this dissertation. Besides, this chapter alsointroduces the significance of this research, as well as teasing the existing research results athome and aboard. This article will try to bring it under to view of administrative management,analyze its present conditions and predicaments， also and besides，this article attempt to giveregulative advices in order to let the press regulation out of dilemmas.The writer analyses the present situation of Chinese press regulation firstly. From theadministrative point of view, the governmental press regulation is a kind of administrativebehavior itself; it represents a kind of public power with mandatory. The nowadays-Chinesepress regulations has already abolished the conventional sense of press censorship, which isthe one used in ancient as well as modern times in Chinese history, and carried out pressregulation, which is a combination of prevention system and press censorship afterwards.Thecurrent press regulations in China also serves for the construction of socialist ideology.However, It is the most primary characteristic of Chinese press regulations. From the view ofthe system path, the Chinese press regulations system stratification is generally similar as themedia supervision system stratification.This article pointed out the dilemmas which Chinese press regulation in, based theresearch of its current conditions, meanwhile, analyses the causes.At the end of this article,the writer tried to point out some policy advices about the press regulation，to help it walk outfrom the dilemma。The problems of Chinese press regulation reflected in reasonableness、legality&the right border require the government to regulate it. Naturally, effectiveregulation consists of norms of procedures and entities.On the basis of essential entities，we should pay more attention on applying proceduralrules. So, The governmental press regulations have needed to be improved on objectivelocation, systematic disposition as well as institutional.
