P3P is mainly used to protect user’s privacy when user visits website. It provides a XML basedlanguage to describe privacy policy. It makes the website enable to describe what type of data theywant to collect and how to use these data. However, current P3P policy lacks of well defined semantic,it also has several shortages in describing privacy vocabulary and their relations, which bring aboutsome inconsistent in policy resolving and make the formal comparision between different policyimpossiable. This paper makes some research on how to describe P3P policy and how to detect theconflict between privacy policy and user’s preference.Firstly, this paper describes how to do the knowledge representation of P3P privacy policy andthe user’s privacy preference with OWL. Aiming at the shortage that current P3P lack of well definedsemantic, this paper uses OWL to describe P3P privacy concept and data schema and by this way thesemantic of P3P is improved.Secondly, this paper analyses how to use ontology satisfaction reasoning to detect the conflictbetween privacy policy and user’s privacy preference, the paper also gives some OWL axiom tosupport reasoning.At last, it proves the correctness of the approach through an experiment.
