Electronic resources play a more and more important role in the current teaching,scientific research, subject construction and assessment in university institution. With theincreasing investment of various colleges and universities in the electronic resourcesconstruction, the problems of electronic resources in use are coming subsequently. In order tomaintain their own interests, electronic resources providers limit on the use. The illegal use ofuser will bring the bad impact on the reputation of library, schools and other institutions, thegreat waste of funds, and influence the normal use of electronic resources. Therefore, it isnecessary to release electronic resources use policy to regulate the use of user behavior.The main research content of this paper is issuing on the analysis on usage policy ofelectronic resources.
