With the progress and development of the society, as well as the improvement of the equality of people’s lives. Education plays an important role. All people hope that their children can get good education. People focus on promoting education fairness.Impartial problem of classroom teaching is an important part in education fairness.However, nowadays, education unfairness of classroom is widespread, especially in primary school. Elementary students are easy to change, they are active. Impartial problem of classroom teaching makes an important influence on their later life. So it is important to realize education fairness in primary school. Ask for more information about present situation of instruction, find the problem, analyzing the cause of the problems and put forward the corresponding strategies are also important.This paper is made up by five parts.The first part is the introductory theory. In this section we simply review the situation of research of the inclusive education, the fairness education of classroom and describe the meaning of inclusive education, primary English class, the fairness education of classroom on the basis of the predecessors’ research. After briefly discussing the significance of the study, introducing two main research methods:literature research, survey research.The second part mainly introduces the theoretical basis.This section discussed the fairness education of the classroom by the theory of multiple intelligence, the equality of opportunity for education, the educational fairness theory. In addition,discussing the significance of the fairness education of classroom from the requirement of effective teaching in classroom, the need of the comprehensive development of the primary school students.The third part of the paper mainly introduce the situation and problem of primary school English classroom instruction in Nanchong S district on the basis of the results of the survey. Research shows that unfair phenomena obviously exist in seat arrangement in classroom, students’ performance opportunity, teacher’s evaluation and attitude to students, the arrangement of teaching schedule, student right in class,teacher’s performance and so on.The fourth part of this paper mainly introduce the problem and the cause of English classroom teaching in primary school. The research find that the support to vulnerable family from the country is not enough, the policy and institution aren’t implemented well, material conditions in school is not abundant, imbalances in the allocation of teaching resources, elite teaching idea is still prevalent, a few teachers have low professional quality, some teachers have cognitive bias, parents have lagging idea, the limitation to alternate-generation parenting and so on, which forming an unfair English teaching in the primary school.The fifth part, the strategies to realize the equity of English classroom in primary school. Aiming at the problem and the cause of English classroom teaching in primary school, which need to the government strengthen the support policy to vulnerable groups, optimizing the teaching organization form in school and building correct teaching idea, promoting teacher’s professional ethics and specialized ability.As well as, parents should promote their own quality and live with their children as far as possible, intensifying parent-school cooperation and give their children more love. At the same time, the students should learn to self acceptance. Concerting efforts from all sides will realize the the fairness of primary school English classroom instruction.
