Study On The Fairness Of Higher Education Funding Investment

Marx on all issues of the ultimate goal is to realize the all-around development of the people. The all-round development of people is not only the development of higher education the basic value goal, but also is the essential requirement of socialism. Higher education can promote the all-round development of people more effectively. However, the development of higher education can not be separated from the support of educational funds. Therefore, the basic premise of the overall development of the people is to realize the equity investment of the funds of higher education.Based the basic viewpoints and methods of dialectical materialism and historical materialism, to realize people’s development in an all-round way, clarify the Marxist theory of the all-round development of essential connotation, conditions and ways, and realistic enlightenment based on, our country higher education funding status, existing problems and their causes are analyzed. This paper argues that our country higher education funds investment made gratifying achievements, at the same time, there is the problem that can not be ignored, mainly displays in: the higher education funds investment is insufficient and the structure is irrational, lack of fairness. The main reason is that the overall level of economic development; regional economic development is not balanced; there is lack of policies and laws and regulations.To Marx’s thought of the all-round development as the basic vision, to higher education funding equity investment measure standard as the basis, the main measures of our country’s higher education funds, equity investment can include: first of all, raise the level of economic development, increase funding for higher education total; secondly, coordination of regional economic development, and promote the balanced development of regional higher education; again, adjust the focus of investment policy,funding, embody the principle of fair competition; finally, establish and perfect the legal system, higher education funding to ensure the investment fair.
