Education fair is the important foundation of social justice, reflect an indicator of social justice, reflected the social reality and education, the unity of regulating social interest distribution,to promote higher education shoulder the historical mission of social equity and justice and the era of responsibility.The western the development of higher education is not only a question of education, is a complex social problem, not "education well-off", also to have a "well-off society",not "well-off" in western, more difficult to have a "national well-off".Therefore, the western higher education fairness in the process of build a well-off society in an all-round way, the strategic position and value, is the important power to build a well-off society in an all-round way and the way, is the important content to build a well-off society in an all-round way and requirements, embodies the levels of build a well-off society in an all-round way and mark.The people enjoy the full extent by education opportunities is reflect social fairness and the construction of the "five one" level is the most important symbol, only in the western higher education fair and is driven by power to promote social fairness, finally realizes the grand target of build a well-off society in an all-round way.This study integrated use of marxist theory, pedagogy, sociology, economics and other theories, in order to build a well-off society in an all-round way as the guiding ideology and the goals of the research background, with the marxist education fairness and the education fair thought of the communist party of China since the reform and opening up to the red line, in the western region of China higher education entrance opportunity fairness problem as the research object, based on the perspective of domestic capital, the quantitative theoretical research and empirical research unifies, dialectical materialism and historical materialism, coordinate research,combining qualitative analysis with quantitative analysis, combination of horizontal and vertical comparative study method, and using the method of case study, to our country western region of our country higher education entrance opportunity present situation and the problems, causes and countermeasures for the research and discussion.This study mainly includes six chapters.Introduction part is mainly about the selected topic background, research purpose and meaning, research ideas and methods, research focus, and innovation points and to solve the problems one by one to do in this paper, and the research status at home and abroad were reviewed,for the following chapters of the study of theoretical preparation.The first chapter is the study of the related theoretical basis and analysis framework.Inheriting and fostering this chapter, the main research achievements of predecessors,chose a representative, the explanatory power and suitability of the relevant theory, thought of marxism social justice view and the view of education, justice, culture reproduction theory, social capital theory for this study can provide a solid theoretical basis, for each source of theoretical basis and enlightenment of this research and with the fit of this study are introduced.The second chapter mainly elaborated the marxism education fair idea in the process of development.This chapter from the source of the idea of education fairness- the education fairness of Marx and Engels, combed the marxist concept of education fairness in the process of sinochem,inheritance and development of the communist party of China education fair thought, finally based on the latest theory platform of education fair idea- to build a well-off society in an all-round way,this paper expounds the education fairness to build a well-off society in an all-round way in the new period of great significance, think to promote the western higher education entrance opportunity fair is not only the needs of the development of higher education modernization, is to build a well-off society in an all-round way the internal rules.The third chapter elaborated a challenge of our country to build a well-off society in an all-round way in west area of challenge.Around a well-off society in an all-round way in this chapter the realization degree of the western region and the national average, and the eastern,central and northeast three areas and the western region internal degree of the realization of a well-off society in three aspects has carried on the comparison, analyzes the comprehensive well-off society construction and development of western regions is not balanced.At the same time,from the central and western area of the developing gap of the well-off society, and central and western area economic and education development gap between the two big aspects, reveals the plight of the western region to build a well-off society in an all-round way and obstacles.Thought in the western region to seize victory to build a well-off society in an all-round way, must clearly recognize that the western higher education fair in the strategic position of build a well-off society in an all-round way, to clear the western higher education fair is to the modern value of the well-off society in an all-round way.The fourth chapter is the country the western higher education entrance opportunity fair countermeasure system build parts, is this article foothold and focus.Based on reveals problems,the author put forward to promote the western higher education entrance opportunity fair of the five basic principles: developmental principles, the principle of public welfare, equal opportunity principle, difference principle and compensation principle, and on this basis to build the "five one" system of countermeasures, trying to through the government leading, society should and higher education, and family to follow up and push technology five aspects to promote the western highereducation fair chance.One is the government leading, create "education well-off" and the "well-off society" harmonious co-prosperity situation, specific policy is: on the basis of using the experience of international, has built perfect laws and regulations to establish a whole mechanism, narrow the gap between urban and rural education.Adding basic education, moderately vulnerable cultural compensation;Reasonable planning and layout, the implementation of education resource sharing;Construction of "education of well-off", promote the "well-off society".Second, society should be positively, to create "social and cultural prosperity" and "balanced urban and rural capital" new ecological, specific strategies for: strengthen parent-school contact extensively,promote society closely;Promote the construction of social culture, to narrow the gap between cultural capital;A social force, improve the poor students funding measures;Three is the dominance of the higher education, uphold the "fairness" and "quality" of education opportunity fair concept, specific strategies for: reform of the recruitment of students test system, narrow the gap between the family social capital;Select a school building information aid network, provides the omni-directional information;Strengthen intercollegiate interaction between urban and rural areas and the implementation of education and cultural exchange, sharing.Number four is actively follow up the family, form "capital" and "family education quality" the new pattern of complementary symbiosis, specific policy is: to increase the number of public cultural products,improving the quality of family education;Change the traditional education ideas, create a good family culture atmosphere;Efforts to improve literacy, actively involved in their children’s education process;Strengthen the sense of parent information, improve the total family cultural capital.Five propulsion technology, promoting fair "information technology" and "education fairness" depth fusion, specific policy is: using the experience of American education informatization construction;Outstanding education informatization of our country in the western region of real value;Western in education informationization to promote education fair.Finally, this
