The key universities policy came into being under the specific historical conditions. The construction of key universities have been a project of our country since trialed the key universities policy at the beginning of the New China founded.So to speak, the key universities policy are the important education policy having an effect on the higher education reform and development.The Key universities policy have distinct times. For decades,China’s key universities have played a very important role in the cultivation of high-level talents,and accumulated rich experience in the aspect of policy formulation and implementation.But,The analysis is weak on key universities policy during the New China founded seventeen years in academic.Therefore,we must to strengthen the research on policy issues related to key universities, especially to strengthen the research on seventeen years key universities policy issues.That can help us have a better comprehension of the history, then we can summarize the lessons and enlightenment regarding the development and implementation of key universities policy.In order to provide reference for further reforming and improving China’s current and future key universities policy.This study tease out the evolution process of key universities between 1949 and 1966.And using the method of historical method,literature analysis under the guidance of higher education classification theory and education policy.China founded seventeen years is divided into three stages,we interpret the stages respectively of the key universities policy issued by our country and the situation which applies to the key universities.That is to say,the national policy of support measures and requirements to key universities.What6 s more,we explain the characteristics of the policy and the effects and problems.In order to get experiences and lessons about making and implementing the policies of key university.And on this basis, we reflect the seventeen years key universities policy and prospect the reform or development of key universities policy in the future.The paper is composed of the induction and the text.The text is composed of the following sections:In the first section,we primarily introduce the produce of key universities policy under the social and historical background and social reality.Then we analysis the key universities policy during the period of studying Soviet.We discuss the specific support measures on the key universities construction in teaching,basic construction, professional settings about guidelines,policies,laws issued by the relevant department. Then we have a better understanding of the characteristics,the results and the main problems of these polices.In the second section, we analysis a series of specific measures to constructing key universities formulated by the central department closely around the whole social environment and the education policy between 1958 and 1960.These measures which include the specific requirement in teaching reform,talents training,professional settings and the scientific research. In addition,we analysis the characteristics,the results and the main problems of these polices during this period.In the third section,we tease out the key universities policy in the stage of education adjustment in combination with the requirement of social politics, economy and culture on education between 1961 and 1966.Then we explain the relevant specific policy and discuss the content of the policy which inherits the previous work, and what new policies were putted forward in order to improve the previous mistakes.Likewise,the implementation, the characteristics,the results and the existing main problems are summarized.In the last section, we rethink the seventeen years! profound comprehensive variation in the politic, economic system and the cultural environment.And we reviewed the evolution course of these policies.Firstly,we reflect the evolution process of key universities,mainly introduce the whole development characteristic as well as the achievements and the lessons.Secondly, we prospect the trend of reforming and developing the key universities policy in the future which refer to the policy formulation, policy implementation and policy evaluation.
