The administration official’s basic ability and quality decides the executive branch of the government how to use the rights and it is also the important carrier and source of building a learning and serving type government. Therefore, the requirement of managing the official’s quality and ability is enhanced gradually.The study through the fact by China in terms of public administrative personnel quality assessment technology for foothold, aims to solve problems in talent assessment,the research achievements of experts and scholars at home and abroad as the basis,exploratory proposed by improving the evaluation theory system and "adaptation to local condition " rational use of measurement technology and means to improve China’s modern human resources development and scientific management level.The first part, the introduction describes the research background and significance of the public administration talent quality assessment current situation analysis countermeasure,and the public administration talent quality assessment with respect to res earch status at home and abroad and clear research ideas and methods.The second part,do an overview about the public administration talents’ quality assessment content, describe in brief about connotation and the quality constitution of the public administration talents assessment.On the basic of these, describe in depth about connotation, functions, basic principles and theoretical basis of the public administration talents assessment.The third part, introduces the application of the public administration talent quality assessment in our country.Through the introduction of the main technical means of quality assessment and the actual application situation in our country, points out that the talent quality assessment in our country and theoretical system is not perfect, the lack of standard qualification conditions and written examination, the lack of interview targeted.Aiming at the existing problems analysis and identified that is the lack of public administration science and the importance of talent quality assessment ideological, imperfect public administrative talent quality assessment system and imperfect laws and regulations.The fourth part, according to the lack of clarity in our current talent quality assessment system, putting forward ideas about our country public administration talent quality assessment technology application, aiming at the existing public administration talent quality assessment of the qualification, professional quality evaluation, the general quality assessment and comprehensive assessment of various mechanisms are analyzed and settled.Last part of the content is mainly about how to promote the development of talent quality assessment under the existing system in China and having a summarized,through the analysis and investigation with characteristic of China’s development of public administration talents quality testing method and theoretical system, establish and improve the talent quality assessment system, public administration.It is to the benefit of solving the problems in the public administration personnel in the quality assessment.In this paper, on the basis of looking up relevant materials and literature and summarizing contents, methods, significance and other aspects of administrative personnel assessment, the author investigates the current situation of personnel assessment methods from several perspectives, and gives personal views in the discussion of assessment methods, in the hope of identifying application scopes of different personnel assessment methods and corresponding optimal purpose through this study and laying a theoretical basis for future personnel assessment.
