The reading education of preschool-age children is an extremely important issue and it draws thousands of people’s attention.This dissertation,which is in the background of Reagan administration, Clinton administration, bush administration and Obama administration,studies the policies that are put forward by each governments in order to improve the reading level of preschool-age children.On the one hand,it dwells on the policies issued by each governments from several aspects such as the reasons that lead to inefficient reading ability,the ways to promote early childhood reading ability and the effects of those policies,and also it points out the characteristics and experiences of those policies on the way of leading the development of early childhood reading ability.On the other hand,it elaborates the connections between those policies,showing that every policy combined with the contemporary social reality is to adjust and complete on the basis of former policies.Finally,compared with the advantages and disadvantages that China has experienced at present in early childhood reading education,it puts forward the enlightenment that we can learn from America in preschool education reform.First of all this dissertation sums up the background information and research status both abroad and domestically.Besides,it defines the main concepts such as reading education and early childhood.what’s more,it presents the purpose and meanings of the research as well as introduces the methods of research.After that, this dissertation systematically analyses the representative policies that each governments set out.,and the policies are Becoming a Nation of Readers:The Report of the Commission on Reading,Becoming a Nation of Readers:The Report of the Commission on Reading,Early Reading First and American Recovery and Reinvestment Act.On research basis above mentioned, the dissertation sets forth the characteristics of these policies and at the same time it points out the the compulsory legislation and abundant capital is the basic guarantee for the implementation of various policies.And also it makes clear that the effective cooperation between The federal government and local government is the strong backing of the policies.Andthe consistency and complementarity between each policy make the policies can be sustained.Finally,the dissertation analyses the experiences that America used to making the early childhood reading policies,and elaborates the reading education among Chinese preschool-age children.Then it sums up the enlightenment that it gives to us.As we can see,in China we not only have to increase the government spending on early childhood education,attaches great importance to the development of equal education,but also we have to promote early reading education legislation.
