In China, in process of popularization of higher education, colleges and universities play a key role. But with the enlargement of enrollment scale and teacher troop in colleges and universities, there is a declination in the quality of education, and one of the main reasons is that the quality of teachers declines. The professional morality of teachers confronts a severe test, especially when it has been effected by the unhealthy society thoughts. The moral construction of teachers is the most important part of the teacher troop, which affects the quality of talent cultivation directly, and relates directly to set up a people-satisfied education. Education is the cornerstone of national rejuvenation and social progress. The moral evaluation of teachers plays an extremely important role in strengthening the construction of teachers’ professional morality. The implementation of the evaluation system of university teachers’ professional morality promotes teachers’ individual development, improves school running strength, and promotes the process of social civilization. However, it is found that the research about the evaluation system of university teachers’ professional morality is lack of systematic construction after analyzing and summarizing the present situation of the evaluation system of university teachers’ professional morality in China. How to construct a scientific and reasonable evaluation system of university teachers’ professional morality has become a serious problem for us.Firstly, this article describes the research background, research purpose and significance of topic selection, and then forms the basic writing thought by accessing to literature reviews at home and abroad. Secondly, it limits the conception of university teachers in this article. The conceptions and characteristics of evaluation system of university teachers’ professional morality and evaluation of university teachers’ professional morality are summarized by looking up information, and the construction of the evaluation system of university teachers’ professional morality are illustrated synoptically. The article is finished on the basis of three main theories:need-motivation theory, index decomposition theory and performance evaluation theory. Thirdly, the current situation of the existing evaluation system of university teachers’ professional morality are analyzed from the perspective of the content of the evaluation system, index weight, the standard and purpose of evaluation, and the model of evaluation. Based on the above situations, it is found that the main problems in the evaluation system of university teachers’ professional morality are undefined indexes contents, single evaluation criterion, and peer assessment for evaluation approach etc.These factors are found from the view of government, society, universities and teachers. Fourthly, the evaluation system of university teachers’ professional morality is constructed innovatively, to propose the evaluation contents among teachers, university, society and students these four indicators on the basis of the past. A comprehensive evaluation model that gives consideration to "functional" and "coordination" is designed innovatively, and introduces the Gini coefficient to the evaluation system of university teachers’ professional morality to form forewarning model, whose advantage is that can realize the dynamic evaluation to help the manager analysis results better.。Fifthly, verify the rationality of the constructed evaluation system of university teachers’ professional morality by instance, Northeast Forestry University, and calculate with the new model, then get the result. The last chapter in this article, it puts forward corresponding countermeasures and safeguard mechanism for the evaluation system of university teachers’ professional morality, that is to say, to comment professional morality of university teachers, establish the corresponding mechanism, and strengthen the environmental construction of the evaluation system of university teachers’ professional morality, and the environmental construction should be protected from three aspects:government, society and universities.
