Russian higher applied talents education system in the world of its own. Has experienced three hundred years of development history, the system in both before the October revolution, Soviet and Russian, all of the industrialization of the country, has made a tremendous contribution to the development of science and technology and economy. Today, the two countries social situation has been very different, but there is still much commonness in education problems, the study on the development of the Russian education change constantly, will bring a lot of beneficial enlightenment to our education reform. The is currently in the process of industrialization, and social and economic development needs a large number of high-quality, multi-level various applied technological talents. Through the study of applied undergraduate education in Russia, to create and manage department in applied undergraduate colleges of reference and reference for the planning, management, evaluation, and promote the development of vocational education in our country.On the basis of this study to carry out the logic order, the article is divided into six parts:The first chapter, introduction part elaborated the selected topic, the research of theoretical and practical significance.
