Development plan of education informatization decade (2011-2020) of the Ministry of education made clear that Basic education information is the cornerstone of improving the national information literacy and the top priority of educational information. And the research of performance evaluation of the informatization of the primary education is an engineering system of long-term and complex to enhance the overall planning and the top design of basic education informatization, which has become the very important and urgent research subject with great theoretical and practical value.Under the background of such a policy, the application ability of ICT (information and communication technology) of Primary and secondary school teachers has become more and more important in the development of basic education informatization. So the ministry of education has spent a lot of manpower, material and financial resources to organize the training of application ability of ICT of primary and secondary school teachers in order to improve the information technology literacy of primary and secondary school teachers in our country. But it is necessary to be tested whether the application ability of ICT of primary and secondary school teachers has achieved the desired level. So we must evaluate their performance in the training.This study focuses on the design and realization of a system of performance evaluation based on the application ability of information technology promotion projects of national primary and secondary school teachers of National Open University. The system has realized self-evaluation of training performance of users and questionnaire releasing, recycling, and statistical analysis, etc. according to the "standard of application ability of information technology of primary and secondary school teachers". With such a system, we can evaluate the training performance of application ability of ICT of primary and secondary school teachers in order to make sure that the application ability of ICT of primary and secondary school teachers has achieved the desired level. According to the result of performance evaluation, suggestions for the training of application ability of ICT of primary and secondary school teachers can be put forward and a reference for relevant departments to formulate the strategy of education informatization development can be provided.This research mainly does the following work:(1) Overviewing of the research of status of performance evaluation of basic education informatization at home and abroad to provide a reference for the system; collecting technical documents to achieve goals of this system.(2)I did requirement analysis and design for the "Training Performance Self-Assessment System about Primary and Secondary Teachers’ICT Application Capability". Firstly I analyzed the requirement in the system’s functional requirements and non-functional requirements. Then I did the architecture design, function design and database design of the system.(3)I did realization and application research for the "Training Performance Self-Assessment System about Primary and Secondary Teachers’ICT Application Capability". This system was developed with PHP language and MySQL database based on the MVC framework. Then I tested this system in the LAN, and analyzed the test result.
