As an important social resource, sports venues (or sports stadia) in sports industry are critical for national sports development. The quantity, quality and management of sports venues are able to not only affect the national health, but also improve the sports industry.Apart from being an educational core, Hubei province is a fertile sports home base. It is a headstream of central Chinese culture with long-standing historical tradition. Since The Reform and Open 30 years ago, Hubei province is improving in terms of school physical education, competitive sports, and mass sports, entitling an award of "Great Contribution to National Sports by Chinese Physical Culture Administration. However, as the development of people’s living standard, the public are increasingly emphasizing physical health and sports necessities, which enhanced the consumption of sports products, including sports venues. Construction of sports venue needs financial supports. Previous literature pointed out that if we want to improve the construction and refurnishing of our national sports venue, we should resort to innovate management model, utilize capital market, and establish public-private partnership instead of only relying on funding from the government.Statistics shows that construction of Hubei province’s sports venues is mainly from government funding, and that the management of those venues is mostly undertaken by internal stadium team without any resource from the outside society.Therefore, this thesis is researching in the relationship between social investment and sports venue construction, which can not only provide theoretical background for the marketization of our province’sports venue, but also better understand existing problems in the sports venue management, in the hope of furnishing reference frame for the national sports industry development.In the State Council’s Guidance to Encourage Investment and Financing to Sports Venue (Stadia), it is clearly stated the encouragement of social capital to sports industry, especially the application of public-private partnership (PPP). Based on this, the current thesis starts with a perspective of incorporating social force, analyzes data from the Sixth National Sports Venue Investigation, applies methods of literature research, statistical analysis, and interviews, in the hope of understanding the size, investment and financing, operational management of Hubei province’s sports venues, as well as exploring existing problems and inhibiting factors in the development of sports venue construction. Upon that, this research also analyzes the management models and features under sports venue PPP in other countries, compare them with the current situations in our country, and try to find out critical factors in the operational level of PPP. At last, this research proposes following suggestions for the development of sports venue construction in Hubei province:(1) In Hubei province, the quantity of existing sports venue is small; the location distribution is not rational; public opening is limited; usage rate is low; investment and financing modes lack variety; rarely incorporate social force; operational model is not flexible; management is inappropriate; local resource advantage is not utilized; brands of sports specialties is insufficient, and so on and so forth.(2) Government funding and self-supported capital is a large proportion in the investment ratio of Hubei province’s sports venue. Investment from private enterprises is limited. In the operational management, most of the sports venues are self-managed; only 820 stadia are operationalized by the cooperation or agency of private managers.(3) Factors inhibiting the development of Hubei province’s sports venue include: financial channel for social capital is limited; lines between investment and financing capital are not clear; regulations and rules for investing sports venues are insufficient. Except those, there are some other inhibiting factors as well. For instance, the marketing positioning is in an inappropriate direction; management system is out dated; tax policy is not supporting.(4) PPP is the most popular model of investment and financing for sports venue in home and abroad. Under PPP model, several operational strategies have reached their matureness, such as BOT、TOT、OT、BOO、ROT. This thesis also provides references of several successful experiences of sports venues.(5) in Hubei Province should choose their own sports venues (Stadia) mode of operation, with reference to the domestic and international sports venues (Stadia) successful construction and operation experience, encourage social forces to participate in the construction and operation of sports venues (Stadia), the strengthening of Hubei Province is representative of the mass sports traditional project construction site, encourage social organizations to undertake all kinds of sports events, the use of environmental resources in Hubei Province, the walk is a characteristic of Hubei sports development route.
