The Analysis Of The Stadium Mixed Ownership Reform Path In Our Country

This paper is adopted the methods of the literature material law, data statistics, expert interviews, and field survey research methods. The research target is the path of stadium mixed ownership reform, and the main research content is, under the background of the reform of domestic economic system, in the process of large sports venues enterprise and market-oriented transformation, how the stadium develop a mixed sector of the economy through introducing social capital.This paper argues that according to the degree of stadium mixed ownership reform, the path can be divided into two categories:the mix of property right structure and the mix of production organization form. Besides, the stadium can be divided into new and existing buildings, and at the same time, the existing ones, according to the management method, also have two modes:public institution and enterprise. Therefore, different types of stadiums can take different reform path:1,according to the mix of property right structure and the degree of combined with social capital, the reform path of the new building stadium can be divided into the mode of property mix with BOT and the mode of assets mix with joint and cooperation; 2,according to the different in stadium management method and the degree of property right reform, the reform path of the existing stadium can be divided into different modes:public institution ones could establish the mixed corporation and mixing after transforming into enterprise; the enterprise ones can establish the group company of sports industry、the company of stadium management and the mixed company.This paper argues that in order to implement the stadium mixed ownership reform, the government and the stadium managers should make efforts from the following several aspects:1, change the governors and stadium managers thought and deepen the understanding of mixed ownership reform; 2, through improving the reform policy system, propel the top design and system construction, and orderly and steadily promote the stadium mixed ownership reform; 3, through establishing the modern enterprise system, market-oriented management system and personnel system, and the oversight system for state-owned assets, set up the special management system, which is suitable for the mixed stadium development; 4, do well in the stock rights allocation and achieve the profit balance between different rights; 5, open the market of trade of stadium property right and promote the free trading; 6, explore employee-owned, and innovate the new path of stadium mixed ownership reform; 7, through strengthening the policy guarantee, remove the scare of mixed ownership reform.The innovation of this article is that the research of the reform path of stadium mixed ownership is rare in domestic research field. This article based on the necessity and feasibility of the reform, combined with the experience of relevant realm, creatively puts forward the different path of stadium mixed ownership reform, and the specific implementation methods, which has a positive theoretical significance and practical value, and which has improved, to a certain extent, the research content in the reform of stadium management system in the new period.
