Education Services Assessment Of Typical County Based On Accessibility

Education is an important part of basic public services. Equality of education is an important step in building a moderately prosperous society. After previous studies on the Analysis of the concept of equalization, accessibility, buffers, etc. Xiantao City is the study area in this paper. Using improved 2SFCA to analyze the equality of education in Xiantao City, Recommendations are made according to the supply and demand of education in Xiantao City.By reference of education evaluation system made by UNESCO, the World Bank, the Organization for Economic Cooperation and Development (OECD), I select five indicators to evaluate the education service ability, which are investment in fixed assets, staff numbers, acreage of school, number of books, number of teaching computer. Entropy method is the main method in education service ability evaluation. Entropy method is used three times for primary education service capacity, junior high school and high school separately. The results show education in Xiantao City is generally equal. Several schools are prominent in education service ability, and way better than the other schools. From the geographical distribution aspect, the average service level of primary schools in urban area is higher than the average service level of primary schools in rural area, and this phenomenon is not obvious in junior high school. The difference between urban and rural areas in junior high school is not obvious.In this article, I choose time as the impedance in buffer analysis. According to the road network buffers, more than 90 percent of residents in Xiantao can reach the nearest primary school in 17 minutes, more than 90%of residents can within reach the nearest junior high school in 23 minutes, more than 80%of residents can reach the nearest high school in 40 minutes. The result shows that Xiantao’s education resources have good accessibility.Taking administrative village as the basic study units,2SFCA model is used to evaluate the level of education equalization in Xiantao. The conclusions are follow:(1) Xiantao City Primary education services is quit equal, junior high school education service is more concentrated in urban areas, while high school is even more concentrated; (2) the highest regional level of primary education service education is not all located in urban areas, suburbs service resource accessibility is better than the urban areas. Area like Paihu Scenic, Shahu Yuanzhongchang with less population has significant access to educational resources; (3) Demand for education services has a big impact on equalization.Considered the supply and demand for education in Xiantao, three recommendations are made as follow:First, we need to increase the supply of high-quality educational resources. Second, we need to improve the equalization of educational assessment system. And last but not the least, we need to improve the educational resources spatial accessibility.
