After that, the innovation action plan of higher vocational education (2015-2018) issued by the ministry of education of the development, " clearly puts forward that the overall strength of higher vocational education will be enhanced markedly, training structure for talent will be more reasonable, quality will be in continuous improvement, capacity of serving China’s manufacturing in 2025 and developing economic and social will boost significantly, higher education structure will be impelled more effective, modern vocational education system will be promoted towards to perfect through three years of construction."Countries pays increasingly attention to the development of vocational education, Shandong province, as the leading one in economy and education, has also been walking in the forefront with vocational education development, exploring the combining site of vocational education and economic to find the breakthrough to the development of higher vocational education, which draws attention from all walks of life. J.F. Kirkegaard had pointed out that all economic success achieved by United States lies on skilled labors around the world. China is in the transition period of the economic development now, so it is very important to cultivate and make good use of labors. Higher vocational education is the most effective form to cultivate highly skilled labor. University-enterprise cooperation has always been the effective way of managing schools of higher vocational education. How to realize university-enterprise cooperation indeed, deepen University enterprise cooperation and widen university-enterprise cooperation becomes a thorny problem under the new situation.This thesis, status of university-enterprise cooperation in Shandong province, using methods of----literature, questionnaire, interview and so on to find problems and reasons on the basis of field investigation of higher vocational colleges in Shandong province from the current status, combining with the development of university-enterprise cooperation at home and abroad to explore the strategies of solving problems, which is expected to make contributions to developing the cooperation between university and enterprise.Followed are the six parts divided in this research.The first part, introduction, mainly includes the sources of selected topic, research meaning and purpose, method and content, This part narrates the purpose and significance of thesis writing. Establishing the keynote of this study from the macro level, which laid the foundation of this research.The second part is the related concepts and theories about the present situation of domestic and foreign research. Through systemizing, summarizing and analyzing present situation of university-enterprise cooperation from different dimensions, in order to grasp the current situation of university-enterprise cooperation researched by academia.At the same time, the related concepts and theories are reviewed on the basis of existing research. This part lays the theoretical basis of this study.The third part is the analysis about the present situation of cooperation of the higher vocational education, which is studied through the questionnaire survey and summary as well as data of field interview, focusing on the aspects like school-running mode, existing problems, achievements, the analysis of the causes of problems and so on. This part is the focus of this study, which is related to the research results.This fourth part conducts comprehensive analysis on the current situation of university-enterprise cooperation by collating survey data and the interview content, mainly from the mode of running of university-enterprise cooperation, the existing problems from micro and macro levels and effects of teacher team construction and diversification mode of school-running, as well as the reason of the university-enterprise cooperation problems from aspects of government, enterprises, and schools.The fifth part is the enlightenment of running school modes of university-enterprise cooperation mainly in abroad, which provides a reference and experience for the development of cooperation and educational mode between colleges and enterprises in Shandong province through summarizing the German dual system, TAFE system in Australia, cooperation and education mode in the United States community.The sixth part is the countermeasures of improving university-enterprise cooperation about running schools, this section starts from cooperation theory, the triple helix theory, human capital theory, humanism theory, together with the present situation of the development of higher vocational education, puts forwards countermeasures and suggestions of improving university-enterprise cooperation from developing the government dominant function, improving the enterprise participation, improving competitiveness of higher vocational colleges. This part is also the focus of research, related to the implementation of the research.It is found that the development of university-enterprise cooperation is uneven in higher vocational colleges in province through survey and massive interviews, On the whole, unbalanced development of the schools exists in province, which is presented by the good cooperation between the higher vocational education university and enterprise in developed city, inferior situation in undeveloped area on the contrary. What’s more, resources are not shared mutually, cooperation and communication between the schools is also lacked.Of course, superficial cooperation, low enthusiasm in enterprise; lack of institutional guarantee and legal protection; school leadership as main body status rather than students, remain obstructive for carrying out university-enterprise cooperation.From the perspective of the schools development themselves, the university-enterprise cooperation has achieved certain progress and success in recent years. The team of double qualified teachers is fully established, the schools are exploring diversified mode of cooperation. Entrepreneurship education has begun gradually in some schools.The innovation of this article lies in:1. The present situation of cooperation is proceeded from the macroscopic and microscopic aspects, which consists of horizontal comparison of the current development of the schools in province to grasp the whole cooperation situation, and the present situation of the specific cooperation concluded from the perspective of the micro as following.2.The thesis writing add a large number of real cases on the basis of using survey data as argument, which is made more specific to combine data with cases.3. The three screw theory, the relations between the government, enterprises and schools and the role they play in university-enterprise cooperation are mentioned throughout the whole text.4. This paper puts forward the combination of university-enterprise cooperation and entrepreneurship education, which incorporate view of entrepreneurship education into the university-enterprise cooperation, and expand the research field of university-enterprise cooperation.
