In China compulsory education is the most fundamental and important part of National Education and Compulsory Education Schools as state-owned institutions act as the executors and guarantors of the public administration policies concerning compulsory education. With the attention increasingly given to education cause reforms on related policies have become a vital component in promoting education development among which the wage system reform one most closely associated with teachers’ life plays the most direct role in inspiring teachers’ enthusiasm of work and accordingly improving the quality of education. According to the government paper “Guidance on the full implement of performance pay system in compulsory education schools” issued on December 21 st 2008 all the compulsory schools were expected to implement perform pay system from January 1st 2009 and Suzhou officially started this policy on January 1st 2010. During the past 6 years remarkable effects have been achieved in the aspect of raising teachers’ income promoting teachers’ motivation allocating teaching resources and facilitating education. But the in the process of implementing performance pry some new problems and difficulties have appeared as well which create new obstacles and bring new challenges. If not analyzed and solved properly and instantly they are sure to hold back the development of education and achievement of police objective. Under this background this thesis aims to do research on the problems and theirs causes in the process of implementing performance pay system in compulsory education and come up with practical suggestions and solutions which will help deepen the reform and further overall development of compulsory education.This thesis consists of five chapters. In chapter one it firstly elaborates the research background the reasons for selecting this topic the research significance the theoretical tools the research contents and the research techniques. Then it introduces some key definitions concerning the research topic like compulsory education compulsory education school performance pay and performance appraisal and finally presents the present research status. In chapter two it analyzes the contents of the performance pay in compulsory schools including definitions of some key components introduction of its features constituent elements and principles of distribution. In chapter three it elaborates the background and contents of reform policy on perform pay system and how it is implemented nationally and in Suzhou. In chapter four it analyzes the existing problems and their causes from the angle of public policy issues distributing policy of incentive performance pay the total salary amount the mismatch of wage policy and education administration policy. In chapter five it proposes some practical countermeasures to the problems raised by chapter four.
