| With the proposing of "13th Five-Year" building a well-off society in an all-round way, the development of undertakings for disabled persons in China faces a new challenge.So it is a difficult task to develop our Chinese society,which is how to start undertakings for disabled persons with Chinese characteristics.Except for paying close attention to life time,leisure time and fitness of mentally handicapped,it is important for us to help them solve the difficult employment problem for them. With the rapid development of our country’s society and economy,the NGO organization of our country grows rapidly.So how to use NGO oraganization and other welfare institutions to carry out disabled person employment sevices become to the main method to solve the problem of mentally handicapped employment.This paper adopts qualitative research method, through in-depth individual interview of seven person which are principal of NGO organziation,factory manager and staff representative of work-house,two instructor of institution and other people,interviewing day care centers and work-house on the spot,observing the operation condition of institution and factory,comprehending the service mode which provided by NGO organization to mentally handicapped.Then we analyze disadvantage of this service mode and come up with the relevant policy or recommendation.Based on the mentally disabled employment services provied by the NGO organization, we can comprehend general process of employment service.Of course,we can also realize that what kind of mentally handicapped adapted to day care center,work-house and supported employment..This paper also analyze this type of service mode face a lot of problem which are insufficient institution resource,insufficient publicity efforts,lack of serious brain-drain, systematical training programs,the nonconfidence of patriarch to institution,enterprise lack hiring intention,low social esteem and lack of correlative law and polity.This article come up with some suggestion contrapose relevant problems that constructing talent team,enhancing human resource management,consummating work-house management,adding professional training,developing job opportunity,establishing mutual assistance platform,paying attention to publicity of institution,winning government support over.So it can promote the intergral development of institution and provide model for NGO organization to employment service of mentally handicapped. |
