In the year 1994, Inclusive education was officially introduced for the first time in the World Conference on Special Needs Education by the UNESCO, which emphasize that all the students have the rights and opportunities to receive the education and are definitively against discriminations and exclusion. The notion of inclusive education advocate that different populations should have equal rights to receive basic education. The view of inclusive education has been widely understood and accepted by the countries all over the world, nowadays the views of respecting individual difference, promoting the fairness and equality has become a new research field and major issue in the scope of the international education.Until now, The level of special education has become an indicator to reflect the comprehensive strength and civilization of a country or region. Although the initiation of inclusive education in our country is a little later than western developed countries, with the rapid development of politics, economy, culture and the continuous innovation of education system, the education for special population is also more and more concerned by the government and public. It has become an unavoidable issue that how to cultivate the good sense of lifelong physical education and implement the quality education when the government department discuss the inclusive education. Therefore, research on physical education of special college students under the philosophy of inclusive education is particularly important.The study is based on theory of the education, psychology, and sport science, and the theoretical evidence is acquired by literature collection that focus on the classroom integration, integrated education, special physical education and inclusive education. Using the method of literature review, expert interview, questionnaire survey, mathematical statistics, logical analysis, and on-the-spot investigation, the object of study is aimed to the problem of the physical education of special college students and it has been investigated on the teaching situation for the special students, teaching staff construction, curriculum arrangement, teaching methods and organizational forms, sports venues and facilities and extracurricular sports activity.The results suggest that the situation of physical education of special college students in Hubei province need to be improved, most of the school investigated didn’t open the sports curriculums for the special students, and some sports curriculums in few schools just remain in the form of "classroom integration", that isn’t able to satisfy the rights to receive the physical education; in addition, the number of teaching staff that have the capability and experience on the special education is comparatively rare; the text book and syllabus that is in accordance with the society development is not enough; there is no specificity and interest for the special students, the content and methods using in the teaching activities is just suitable for normal students, there is no systemic sports course evaluation criterion and method that is in accordance with the reality of physical education of special students. Finally, the equipments and facilities in the sports ground are only suitable for the normal students, the needs of physical training for the special students can’t be satisfied completely.In order to solve the common problem of physical education of special college students, the study has given the following strategy and suggestion:1. Make the proper teaching rules and regulations to ensure that every student has the rights to be educated, especially for the physical education of the special students. Speed up institution reform and innovation of teaching philosophy, promote the preparation of text book and syllabus for the special groups of the college students.2. Enrich the teaching content, improve and innovate the teaching method, teach student according to their individual difference, set up classified physical education class and independent selection mode, strengthen the special students’compensatory teaching.3. Train the teacher with the special physical skill, set up the discipline of special physical education, cultivate professional、high level and high quality physical education teachers.4. Enrich extracurricular sports activity and contents of sports contest for special students, encourage them to join in the sports activities, build up the thoughts of lifelong sports.5. Broaden the financing channels, improve the construction of sports facilities to meet the needs of special students to hold and organize the physical activities.
