The Government Responsibility In The Employment Service Of College Students

Since 1999, the implementation of our institutions of higher learning enrollment policy, the number of college graduates is consta ntly increasing every year.From 1999 to 2016, seventeen years tim e, the num ber of co llege graduates increased from 1.6 to 7.49 million.The rapid growth of the number of gra duates is conducive to improving the quality of our country, but it also brings som e social problems.Students dif ficult employment become a comm on problem, not only to the survival of graduates them selves, the job market is causing great place pressure on social stability and also bring some risks.Thus, in this case, as a m anager and s ervice providers,the government will need to play a coordinating role, starting from the governm ent functions to solve this outstanding livelihood issues.At present, to prom ote the employment of university students on the issue, Shaanxi provincial government although m ade some achievements, but there are still som e problems.Such as the lack of legal responsibility, making college students are more likely to face injustice in the employm ent process, fraud and other acts;The loss of administrative duties makes the em ployment structure im balance and the m ain responsibility of the fuzzy;Imperfect system of em ployment services has increased college employment’s difficulties and challenges. Therefore, it is urgent and necessary to s tudy and clarify the responsibilities of the government in the employment service of college students.This article believes that the governm ent is an important subject to solve the problem of College Students’ employment.The difference with the previous scholars is that in the context of the em ployment of college student s in China.In this paper, taking S haanxi Province as an example, the government responsibility in the employment service of college students summed up with legal du ties, administrative duties and serv ice system to build three aspects, from the three aspects of governme nt responsibility to finish research.Firstly, starting from the reality of Shaanxi Provinc e, by the powers and duties and governm ent functions and the role of governm ent three perspectives in the e mployment service of college students to perform their duties and responsibilities of the necessary.Then, using the theory of market failure, labor division and public service theory as the theoretical support to analyzes the current situation of the gove rnment’s responsibility in the em ployment service of college students.And explains the absence and of fside phenomenon exists in the government in the process of e mployment service.Secondly, through the analysis of the government behavior in the four countries of the United States, Britain, Germany and Japan on the employment of university students, this paper puts forward som e useful experiences for our government to draw lessons from.Finally, from the aspects of the loss of government duties, the suggestions to im prove the govern ment responsibility of our country in the employment service of college students.
