Comparative Study On Scientific Research Management System Of Four "985 Project" Universities In Shanghai

As China constructing an innovation-oriented country, it has been an important issue that how to improve the scientific research management system, exploring the scientific and effective way of scientific research management and futher enhancing the innovation ability of the scientific research in China’s colleges and universities.At present, Shanghai is accelerating the construction of a science and technology innovation center that has an influence over the world. Shanghai’s high-level research universities,the mainforces of scientific research innovation, must take the responsibility. So, the paper conducts a research on the scientific research management system of four "985 Project" universities in Shanghai, expecting to have a positive impact on scientific research management of China’s high-level university.The paper mainly adopts the method of comparative study. It does a comparative analysis on the scientific research management system among Fudan University, Shanghai Jiao Tong University, Tongji University and East China Normal University from the view of the organizational structure, the institutional functions, the rules and regulations and the incentive policies in the scientific research management. It studies the status quo of the scientific research management system in these four universities and summarizes the characteristics and problems. The research founds:a framework of the scientific research management system that is suitable for their own development has basically been formed in these four "985 Project" universities and they have own features, but there is also a need for further improvements. For example, the key and the power’s distribution of scientific research management are not very reasonable. The services and the professionalism of the scientific research management institutions need to be enhanced. The rules and regulations of scientific research management are not perfect. The incentives for the quality and innovation of scientific research are not enough.To solve these problems, the paper makes suggestions:Firstly, it is necessary to promote the professional construction of scientific research management system in colleges and universities and strengthen the function of scientific research leadership and services. Secondly, it is necessary to establish and improve the incentive policies of scientific research that are quality-oriented and innovation-oriented in colleges and universities. Besides, in order to implement "Double First-Class Construction", the paper also suggests that we should pay attention to studying and learning the successful experience of the scientific research management from the first-class universities in the developed countries. These are included:implementing the university-school management and motivating the potential of schools and teachers in the scientific research, adhering to the laws of scientific research, emphazing the construction of the scientific research team and paying more attention to the role of academic authorities and scientists in making a decision on the scientific research, persisting in the service-oriented management, providing the professional services for scientific researchers and actively promoting the integration of production, teaching and research, enhancing the construction of the system and providing a good environment for scientific research management.
