The rapid development of information technology injects impetus into reform of Vocational College English Teaching, and flipped classroom emerges at the moment. As an innovative teaching theory in educational circles, it challenges the traditional teaching philosophy and methods, advocates to build a profound classroom for knowledge, and flips roles of teachers and students. In a flipped classroom, students are the center of teaching. Theoretical knowledge can be learned before class, and students can complete knowledge construction by online resources and videos made by teachers. In the teaching process of Business English Writing, students can discuss and interact with each other to explore problems exist in writing by knowledge constructed before class, and the self-reflection and summary after class are the sublimation based on the former aspects. It is a new attempt for the reform of Business English Writing Course in higher vocational college, but how to successfully flip the classroom based on actual teaching contents to teaching design, scientific and reasonable arrangement teaching activities, has become the major concern of the scholars.The paper was based on teaching theories such as Mastery Learning Theory by Benjamin S. Bloom’s, Deconstructionism Learning Theory; Learning Pyramid Theory. F. Skinner’s programmed instruction method and David P. Ausubel’s Cognitive-Assimilation Learning Theory and other existing teaching methods. It combined survey results through interviews and questionnaires of students and teachers from Practical English major in six vocational and technical colleges in Chongqing Municipality processed and analyzed the survey data for experiment teaching. By doing so, the problems existed in the teaching have been found and solutions have been explored through studies and researches on related articles and documents. Therefore, the Flipped Classroom Instruction plan 1.0 on contemporary business English writing in vocational and technical colleges has been designed. Based on the first round experiment and verification of the Instruction plan 1.0, the Activity has been improved on an empirical basis and Instruction Plan 2.0 has been struck out. By the second round experiment and verification, it was proved that the Instruction Plan2.0 is scientific and practical.According to the results, to a large extent, the flipped classroom teaching for Vocational College Business English Writing can stir up students’ interest in learning, enhance their self-efficacy, reduce their writing anxiety, and promote their writing skills. At the same time, functions of the Website: www.pigai.org of Jukuu can satisfy the Flipped Classroom teaching demands of the business English writing and can be used as teaching platform for the class. Research shows that, in the teaching practice, the design and application of the good teaching effect, provides an idea of design for the flipped classroom Instruction Plan designing. This study is expected to provide reference for subsequent studies and practices.
