China, with vast territory and abundant resources, is featured with unique and colorful resources and cultures in each region. The purpose of art education is to disseminate the culture, spread the beauty, and encourage the students to discover the beauty and love life. Therefore, art learning is not only the dissemination of knowledge, but also a kind of spiritual cultivation. In recent years, the art curriculum standards have also proposed to spread the local excellent culture through art teaching, emphasized the importance of local art curriculum resources, established the relevant learning standards and broken the traditional training with emphasis on skills. The development of local art curriculum resources can not only improve the students’ interest in learning and enrich the teaching classrooms, but also spread the excellent culture and cultivate the students’ love to the hometown.This article is a study on the development and utilization of local art curriculum resources in art teaching of high grades in primary schools in Luohe City. The main contents include four parts: The first part describes the classification of part of the art resources with development potential in Luohe City through field survey on network resources and part of local resources, together with the understanding of the current art teaching status of high grades in primary schools, as well as the development and utilization of art curriculum resources by the method of questionnaires, in order to put forward the feasible reference proposals to the problems identified, providing the basis for this study. The second part describes the principles and ways followed in the development and utilization of local art curriculum resources in Luohe City, providing the method and direction for the development and utilization of the resources. The third part makes a series of teaching program assumption based on the utilization of part of art curriculum resources in art teaching according to the characteristics and performance of art curriculum resources in Luohe City, applies two of these cases to the teaching practice, and finally examines the teaching results through reflection and questionnaire survey on students after school, gathering the experience for the future teaching.The last past is the summary and the conclusion of the all article.Through this research, it is hoped to provide some references and suggestions for the development and utilization of local art curriculum resources in Luohe City, in order to make local art curriculum resources effectively integrate into the art teaching.
