Education competitiveness is an important index in evaluating a nation’s comprehensive strength. As a country with a time-honored civilization and brilliant culture, India has achieved a great progress by leaps and bounds in terms of economic growth and national strength in recent years, which is closely linked to a series of incentives and encouragement policies in education. However, while India has been developing rapidly and steadily, the lack and shortage in higher education in India become the important factor of restricting the development of its modernization. Gender inequality and education unfair hinder the education objectives in realization. As India’s most important neighbor, China and India have many similarities, so the progress of research in India’s higher education is also a reflection of China’s higher education. Therefore, the study of gender equality in Indian’s higher education has certain practical significance.First, this paper has explained the basic definitions and theories of Indian higher education. Second, it has further elaborated the background and meaning of this topic to demonstrate its realistic significance. Third, this article has analyzed the cause of Obstruction in policy implementation in gender equality of higher education, which from the perspective of institutionalism analysis in institutional change, path dependence, institutional blockage, transaction cost and organization. Thus it can be seen a certain reference value to China’s gender equality in higher education in this paper.
